Weird Al is definitely “borrowing” the tune and replacing their lyrics. One can make a parody without permission, but I don’t believe they’re allow to sell the music (contrary to live performance where they’re selling their performance and not the music) without permission from the original artist who created the tune or whoever owns it now.

Deep down, Al just wants to give everyone a fair squat.
